Building regulations for windows in Scotland operate under a completely separate framework from England and Wales. Where English installers work to Part L of the Building Regulations, Scottish joiners must comply with Section 6 (Energy) of the Scottish Building Standards Technical Handbooks. The requirements differ in important ways, and using the wrong reference can lead to non-compliant installations. This guide explains what Scottish joiners need to know.

Scotland’s Own Building Standards

Scottish building standards are published by the Scottish Government and enforced by Local Authority Verifiers. The Technical Handbooks — one for domestic buildings and one for non-domestic — set out the performance requirements for all building work in Scotland. Section 6 covers energy, and it is within this section that window U-value requirements are specified.

What is a U-Value?

A U-value measures the rate of heat transfer through a building element — in this case a window — expressed in watts per square metre per degree Kelvin (W/m²K). The lower the U-value, the better the thermal performance. A U-value is calculated for the window as a whole unit (frame plus glazing), not just the glass. This is why a window’s energy rating and its glazing unit U-value are different figures — the frame has a significant effect on the overall result.

Current U-Value Requirements in Scotland

For replacement windows in existing Scottish dwellings, Section 6 requires a maximum whole-window U-value of 1.6 W/m²K. For new-build domestic construction, the requirements are more stringent and depend on the overall energy calculation for the building — typically requiring window U-values of 1.2–1.4 W/m²K or better to contribute to a compliant SAP assessment.

These requirements are more demanding than previous standards, reflecting Scotland’s commitment to improving the energy performance of its housing stock. All windows supplied by trade manufacturers should be able to demonstrate compliance through documented testing.

Energy Ratings vs U-Values

The British Fenestration Rating Council (BFRC) operates the Window Energy Rating (WER) scheme, which rates windows from A++ to E. These ratings take into account U-value, solar gain, and air leakage to give a net energy balance figure. An A-rated window typically has a U-value well within the 1.6 W/m²K limit for replacements, and an A++ rating represents significantly better performance still.

It is important to understand that a BFRC window energy rating is not the same as a U-value certificate. For building warrant purposes, you need a U-value for the specific window as supplied — this should be provided by your manufacturer as part of their product documentation.

Competent Person Schemes in Scotland

In England and Wales, window replacement work can be self-certified through FENSA or equivalent schemes. FENSA does not operate in Scotland. In Scotland, replacement window installations that fall within the scope of building regulations must either:

What Documentation to Request from Your Supplier

Before fitting windows on any project requiring compliance evidence, obtain the following from your supplier:

  • Whole-window U-value certificate — a tested figure for the specific frame and glazing combination supplied, not just the glass unit
  • BFRC Window Energy Rating certificate — confirms the independently assessed energy rating
  • Declaration of Performance (DoP) — the UKCA/CE marking declaration confirming the product’s performance characteristics
  • Air permeability data — required for new build SAP calculations
